Is this a scam

I just received an email from ******@live.com telling me to confirm my email through a link, otherwise my account will be cancelled by MS as non-active.

It looks very legit except that the link seems to lead to a strange address when hovering over it.

Luckily MS identified it as spam and sent it directly to my Junk folder. But I thought scammers couldn't create legit accounts like this. Isn't this a bigger security concern?

Here is a copy of the email:

Hello <myupn>   Microsoft is closing all old versions and non-active users from 8/2/2023 9:04:24 p.m.. Please confirm your email address <myupn>@live.com to keep your account from being deactivated.   Confirm Your Email Here   Account will be  automatically deleted after 8/2/2023 9:04:24 p.m. You can change the frequency of these notifications within your mailbox portal.   Thanks, The Microsoft account team

    This is scam. You can generate arbitrary "send from" field, so it *looks* legit, while it was sent from unauthorized server, this is why the email dropped into junk/spam folder. You should ignore this email and don't click on any links there.
