Where is de Windows hardware service metadata wizard

Hello,

When following the link mentioned on

I respected the MBAE deprecation warning, tested that MO UWP scenario, but it isn't implemented on Windows Iot Core.

I bought an expensive EV code signing certificate. Enrolled in the windows hardware partner program. But there is no service metadata wizard there.

only like [http://go.microsoft.com/fwlink/?LinkId=219225] and [http://go.microsoft.com/fwlink/?LinkId=219221] that go to nowhere.

Where can I find the service meta data wizard mentioned in the article mentioned above.
