I respected the MBAE deprecation warning, tested that MO UWP scenario, but it isn't implemented on Windows Iot Core.
I bought an expensive EV code signing certificate. Enrolled in the windows hardware partner program. But there is no service metadata wizard there.
only like [http://go.microsoft.com/fwlink/?LinkId=219225] and [http://go.microsoft.com/fwlink/?LinkId=219221] that go to nowhere.
Where can I find the service meta data wizard mentioned in the article mentioned above.

the screenshots I posted are from this url you mentioned. This is what I see, if I click on hardware I get the menus as shown in earlier screenshots

but this link is based on the old sysdev environment. probably because of the "MBAE deprecation warning"
but on Iot Core this is the only thing works . this link https://learn.microsoft.com/en-us/windows-hardware/drivers/mobilebroadband/uwp-mobile-broadband-apps promotes the new way based on COSA
but it doesn't work on Iot Core. On the bottom of this last link it redirects back to sysdev MBAE..
If I could have an example file <GUID>.devicemetadata-ms. as mentioned on this page.
