The RDP service is operational, but it's not listening on port 3389

We have a Windows Server 2022 system and we are facing a significant issue with RDP freezing. The "umrdpservice" and "termservice" services are running without any problems, but when using the "netstat" command, it shows that the server is not listening on port 3389, which is the standard RDP port. I've tried various solutions, but the problem has persisted for a year, even though I regularly update the system. I've taken actions like increasing the session limit, but with no success. This issue is accompanied by an event log message:

"RD Session Host Server session creation failed. The relevant status code was Only one usage of each socket address (protocol/network address/port) is normally permitted."

 

However, this warning doesn't seem to contain specific information, as there is no second service that would be using the same port. The problem is that RDP connections can unexpectedly disconnect even up to 30 times a day, without any specific pattern in terms of timing.

 

Please assist in finding a solution to this problem. It's worth noting that this issue is only present on Windows Server 2022, while versions 2019 and earlier do not experience these problems.

    "Interestingly, this is not a VM issue but rather an issue with the OS itself. I performed an in-place upgrade of a Windows Server 2012 machine that had no issues with RDP freezes for 10 years. Since the upgrade to Windows Server 2022, RDP freezes have started to occur. @Microsoft , can you please comment on what went wrong, that even long-running machines are experiencing this problem?"

    Hi all, I have currently a support case running at Microsoft (for several months already). For me it seems to be a bug in the 2022 OS, but Microsoft doesn't want to confirm that yet. There is an easy workaround but I don't want to accept this as a solution therefor I'm still busy with the case. To avoid the issue, set following regvalue to "0" manually: HKLM:\SYSTEM\CurrentControlSet\Control\Terminal Server\fDenyTSConnections This value is normally only set to "0" when you install RDSession host on a machine but not if you enable RDP on a non-terminal/rd session host machine. For RDP on a non-terminalserver, another regvalue is used. HKLM:\SOFTWARE\Policies\Microsoft\Windows NT\Terminal Services*\fDenyTSConnections* is set to "0" via the GPO "allow RDP". It seems that server 2022 sometimes falls back to the first regvalue and therefor failing to allow RDP. Hope this helps. Regards, WiM

    As the servers are already patched up and updated I will suggest the registry key changes and try it out on a test server that is not in use and caution as this is third party blog so take snapshot and backup of the server before proceeding and once you test get back with the results so it will help - https://www.ajni.it/2022/12/windows-server-2022-freezing-very-laggy-taskbar/

    Unfortunately, this solution doesn't work for me. However, the frequency of freezes seems to be lower; however, the freeze still occurs. Maybe someone else has a different idea, as I've run out of ideas myself

    Hi @Tomasz Gmurkowski Did you find a solution for this problem? We have several Windows Server 2022 running on the ESXi hosts with exactly the same issue (Windows Server 2019 are not affected).
