Are there any solution for using Microsoft Ads Api without registering Microsoft Partner Center.\?

I am trying to registering my company info into Microsoft Partner Center.
They rejected with Employment verification because of the domain of contacts.
So, I uploaded some valid documentations to the MCP.
But, they close ticket with the message 'Hence there is nothing pending from our side that’s why we are closing this supporting ticket.'.
I created a support ticket again. But they never respoud to it.
I can't solve this problem because it is not my problem. Micosoft operations team ignore my support ticket (and they never check the contents of our valid documentation despite requesting).
So, I would like to know the usage of Microsoft Ads Api without registering MPC.
