upgrade from windows server 2019 std a windows server 2022 std

Question

I download iso of windows server 2022

from windows server 2019 launch setup for upgrade but consent only a new installation no upgrade

what is wrong?

Another issue is you cannot use evaluation media to perform and in-place upgrade.

How are you trying? Try running setup.exe from the root of the install media. One issue might be if the 2019 was not activated, another issue is you cannot use evaluation media to perform and in-place upgrade. Otherwise you may need to review the log files.
