We need to share documents with users but want to have them only able to view and download to their drives but no other permissions including sharing, renaming document, etc.

Removing users that have created documents without removing the documents/folders themselves. Can we move the documents/folders to a different user?

    Based on description, I understand that you want to make users can read and download but cannot share and rename documents.

    You could change site sharing settings for a site collection and set unique permission for a document library.

    Click Site settings gear -> Site permissions -> Change how members can share -> Set Only site owners can share files, folders, and the site.

    Go to Library settings -> Permissions for this document library -> Stop Inheriting Permissions -> Select users -> Edit user permissions -> Grant them read permission.

    You could also set unique permission for a file. Select the file -> Manage Access -> Click More options in the upper right corner -> Advanced settings -> Stop Inheriting permissions -> Select users -> Edit user permissions -> Grant them read permission.

    Here is my test result for a user with read permission.

    After changed how members can share in the site collection, when a user with read permission wants to share a file, an error will show.
