For a few days Users cannot change her password via (Microsoft Portal) AD Windowsazure

Hello Microsoft Community,

we have Hybrid Cloud with AAD Connect to M365.
SSP is configured and we have Azure AD Premium P2 licence.

If a synchronized AD User try to change his Password via https://account.activedirectory.windowsazure.com/ChangePassword.aspx

He get this message and my colleagues have also tried to change but same problemUser try to change password

Any Ideas what the problem could be ?

I have checked audit logs

So then i have checked Password Reset Settings

In yellow marked it says "Self-service password reset enabled."
And here is None selected. Idk how it was before and if this way is correct. I didnt changed anything.

I also checked local Integration

"Unfortunately, we are unable to connect to your on-premises write-back client at this time. Troubleshoot Azure AD Connect to restore the connection."

After i saw this message. I logged me on Azure AD Server opened Azure AD Connect Tool
and saw this Message:

"The sync service scheduler will be paused until this setup wizard is closed. "

Im not the person who is responsible for Azure AD Administration but should this message appear for the first time when i opened AAD connect Tool ? Or can this be appear if any azure admin also logged in to this azure server and opened also azure AD Connect and didn't closed ? Or shoudl this be appear only for me. I'm just speculating that the problem could be somehow, but I'm not sure...

And after that message i quit this tool.

    You may find the issue.

    The message you saw : "The sync service scheduler will be paused until this setup wizard is closed. "

    is expected and normal.
