According to your description, we understand that you encounter an issue that one tenant can do Android Enrollment using “Corporate-owned, fully managed user devices” options, one can not do Android Enrollment using “Corporate-owned, fully managed user devices” options with the same device. I did some research about the issue, for the issue, here are some information you can check:
- Make sure Android Enterprise is supported in your region in the issued tenant. Here is the related link: Get started with Android Enterprise - Android Enterprise Help (google.com)
- Check whether the mobile device management (MDM) authority set to Microsoft Intune in the issued tenant. You can follow the steps to Set MDM authority to Intune : Set the mobile device management authority - Microsoft Intune | Microsoft Learn
- Check and see if Microsoft Intune license is assigned to the user in the issued tenant. Here are the detailed information about Microsoft Intune : Licenses available for Microsoft Intune | Microsoft Learn
- Check whether just one Android device can not enroll successfully or all devices can not enroll successfully in the issued tenant.
If all above you check is fine and you still can not enroll successfully , please open case to get support.
