Error setting up E5 Subscription in Microsoft Developer Program

I'm having the same error when trying to set up a E5 subscription in Microsoft Developer program. The error is always when trying to send a verification code to my phone:
We can't continue with the signup process for the following reason:
- Your phone number did not pass security checks.
MS-CorrelationId: 00000000-7964-4211-8fea-d6eccb09cdf5
Code: 40351
I've tried using different Outlook accounts, creating a new one, erasing the cookies, tried in other devices and browsers, using other phone numbers and still the same error.
Please help me.
