Can't shrink volume more than 10 GB?

My C disk has more than 50G free space, why I can't shrink volume more than 10 GB?

    Hello,

    Your free space may be fragmented or all not located at the end of the volume.

    Shrink works on the free space at the end of the volume.

    You may want to defrag teh volume.

    Open an elevated CMD prompt, run Defrag c: /freespaceconsolidate, where C: is the drive letter of the drive you are trying to shrink.
