Phone Link automatically starts itself again even after I quit the program

When I don't need to use phone link, I quit the program on the task bar. After a while, it seems to just restart itself for some reason. I have startup disabled and background use disabled, but it seems to just start itself up again without my intervention, which is annoying.

I don't want to uninstall it because I will use it on occasion, but I want to use it only when I need to - not have it running on the background and restart itself despite quitting it multiple times.

    Also my Phone Link App seems to start all the time by itselfs. I never used it, even never opened it, as I have no Phone installed on my Laptop, I do not want to synchronise with my phone.
    No Malware found. Windows 10 even reinstalled, so all should be clean. Dism and SFC also didn't found anything.
    But since a while, 2 or 3 months, my laptop Hp Pavillion makes a terrible noice when I do a fresh start (in the morning). No terrible noice when he justs wakes up from sleepmodus. The noice is there for a few minutes, and only after a fresh start. Now I have noticed that the Phone Link App could be the reason, as it uses very high Energy when I start my Laptop. But I have already blocked the app as start app in the windows settings, as it shouldn't start itselfs.
    When I click on end the proces in the task manager, the bad sound like a heavy machine stopps. But I see in the taskmanager too, 'Telefoonkoppeling' and Microsoft Phone link apear again in a sec.
    When the Energy of this Phone app is ok, I hear no bad sound.
    (Latest Windows update KB5029244 Dutch version)

    Can't find any answer on how to stopp the app permanent, and I thought I had. So I post it here, under yours Acea, as you have a problem with this app 2. ;)

    Make sure in the news + widgets section, (lower left corner of the taskbar) that there is no phone link widget pinned or added in there. User's image

    just click the dots and hit unpin widget and then quit phone link. Then it shouldn't open again ever unless you tell it to :)
