Connect to RDS using IP address

I have a Remote Desktop Services cluster setup in Azure. Not using an RD Gateway. When clients connect they first hit the RD Broker who validates their credentials. Then RDP implicitly redirects them to a session host in the pool. This is working as expected inside the corporate network. However, the redirection is failing when clients are on VPN.

The reason for this is that redirection seems to occur using the IP address (even thought the session host pool is using hostnames). This particular VPN expects FQDN names to be used, so prevents access via IP.

Does anyone know if there's a way to configure RDS to always use FQDN, especially when redirecting to the RD Session host?
