Application Error Code (0x0000135) on ServerManager and IAStorIcon

My server has two errors with the same message and same code when starting up. “The application could not be started correctly (0x0000135). Click OK to close the application.” The first time the error is displayed, the window title is “ServerManager.exe – Application Error”. The second time, the title is “IAStorIcon.exe – Application Error”. Trying to open Server Manager, the error occurs again.


What I've tried to do (in that order):

  1. Check for and install updates through Windows Update.
  2. Disable or remove antivirus.
  3. In System Settings, disable all third-party programs on the Startup Programs tab and disable all third-party services on the Services tab.
    1. As an administrator, run the command dism.exe /online /cleanup-image /restorehealth.
    1. As an administrator, run the command sfc /scannow.
    1. Delete all files in the C:\Windows\Temp folder.
    1. Delete all files in the C:\User\Administrator\AppData\Local\Temp\1 folder.
    1. Delete all files in the C:\Windows\Prefetch folder.
    1. As an administrator, run the CHKDSK /R /F command.
  4. As an administrator, execute the commands net user test /add and net localgroup administrators test /add, log off and log in with the test account.

Between each of the mentioned steps, I restarted the server and the errors persisted in all initializations. Except when logged into the test user account, where it was observed that only the error with the title “IAStorIcon.exe – Application error” occurred. Instead of the other error, User Account Control asked if I wanted to allow the Server Manager application to make changes to my device. Whenever I allow it, nothing happens next. If, while in the test user account, I try to start the Server Manager, the same User Account Control window opens and, even if authorized, nothing happens afterward.


The server had been down for some time (I can't say exactly how long). I was initially asked just “get it up and running” so my initial goal is just to get the system to boot without errors. I don't know what the device's history is, and if necessary, I'm authorized to restore the entire server to factory settings, however, I don't have any installation or system recovery media.

    I am facing the same issue, I cannot even start powershell. there is no .net framework in the list of installed apps.
