How to fix Hyper-V VMs being created, but the temporary Windows License not activating

Hey all. I have scoured the internet trying to troubleshoot it but have not had any luck. To be clear I am NOT trying to extend my Hyper-V VM's temporary license.

The problem is brand new Hyper-V VMs are created but continue to start with an expired license which means the VM will shut down every hour requiring constant restarts.

  • The VM has a good connection to the internet
  • The host PC has a properly activated and legitimate version of Windows Pro
  • The VM has plenty of assigned RAM and Disk space
  • I have tried the rearm command
  • I have tried the activation troubleshooter within the VM

EDIT* I noticed this error near where the activation troubleshooter button is. It says "We can't activate Windows on this device right now. You can try activating again later or go to the Store to buy genuine Windows. Error code: 0xC004C032"

I looked this code up and it has to do with activating an Evaluation Copy of Windows on multiple PCs. I am trying to run 2 VMs but it is surprising that a VM would run into this problem because then I could only ever have 1 VM.

    1. What operating system are you asking about?
    2. What installation media? (OEM, retail, evaluation)
    3. What's the result of

    Are you trying to complete the evaluation activation? If so an internet connection will be required long enough for the activation to complete, then you can disconnect from the internet for the remainder of the 90 day evaluation.
