Under the Win11 arm system installed on the virtual machine, there is no response during l2tp dialing. How can I solve this problem? This arm system has also undergone multiple versions.

On the MAC m1 physical machine, as well as on the x64 system under the virtual machine (PD virtual machine, and UTM virtual machine), normal inter l physical machines, dialing is normal.

I also checked the method of modifying the registry online, and found that the AssumeUDP EncapsulationContextOnSendRule value is 2. At the same time, the ProbitIPSec value is also adjusted to 1. But it didn't work.

Please help with testing and analysis. Personally, I suspect it is due to the protocol. Is it because the arm system does not support PAP and CHAP? But in non arm systems, there is no problem.

    Can you share the exact error message or Event ID you are getting?

    Have you checked the Event Viewer for any trace?

    If you cannot find anything in Event Viewer I would suggest you use tools like Procmon to find the root cause for this behaviour.

    The network connection between your computer and the VPN server could not be established because the remote server is not responding. This could be because one of the network devices (e.g. firewalls, NAT, routers, etc) between your computer and the remote server is not configured to allow VPN connections.

    If you're connecting from within a network with a router or firewall, ensure that L2TP passthrough or VPN passthrough is enabled on the router. Some routers might have specific settings that need to be configured for L2TP to work properly.
