ESR (Enterprise State Roaming) not syncing

We've enabled ESR but devices are not syncing. I contacted MS Support and they simply referred me to their simple guide online which seems rather vague when it comes to troubleshooting problems (e.g. "you may fail to sync...") but no guidance is offered on resolving issues. It feels like ESR is not something Microsoft is promoting or willing to support.
The option to sync settings is enabled on the local Windows laptop and everything seems setup correctly in Azure, but data is not syncing.
I don't understand the issue around multi-factor authentication causing problems with ESR either.
I'm going to reach out to a third party Microsoft-accredited support vendor for help, but if anyone has any suggestions on simply where to start with troubleshooting ESR, that would be greatly appreciated.
