Why the session remains active after the user closes and reopens the browser on Azure B2C if we do NOT have “Keep me signed-in” feature enabled it?

The normal behavior without turn on the functionality "Keep me signed-in" is the session is NOT active after the user closes and reopens the browser?.

If this is the normal behavior then azure B2C has a bug right now, I tested it with IEF files from the starter pack for "SocialAndLocalAccounts" and the Session remains active after the close and reopens the browser (Tested it on Chrome, Firefox, and Edge)

Our Configuration on azure for the session:
Session scope= Tenant
Session life time= 1440 minutes
Session expiry type= Rolling
The Keep me signed-in feature Disabled it.

I already opened an incident on Microsoft Support also.
