1. Disable any Antivirus program or Windows firewall you may have for temporary purpose.
2. Cleanup below Temp folders location -> Open Start -> Run -> Type below location one-by-one and press enter
-> C:\Windows\Temp
-> %USERPROFILE%\AppData\Local\Temp
3. Please try to download this Program from any other User profile -> Right Click run as Administrator then see if it works.

I have been facing a problem for several days, which does not allow me to download the necessary programs to my PC.
I'll warn you right away: I'm from Ukraine, so I type the text using an online translator, I apologize for possible mistakes.
When downloading software such as Sony Vegas Pro or Photoshop, the download does not complete, because a window appears with an error message: "Make sure the file and necessary access rights are available." Example from the last time: "The source file was not found: C/Users/Name/AppData/Adobe Systems Incorporated/Adobe Photoshop CS6 13.1.2/install/Adobe Photoshop CS61.cab. Make sure the file exists and the necessary access rights"
I already tried to find a solution on the Internet, I checked if this file exists, it does. I checked whether I have permissions and access rights - everything is there. But I still face this problem.
This error occurs almost every time a similar program is downloaded. Some still boot successfully without this problem. Maybe the problem is in the installer? Or is the bootloader already corrupted? I checked most of the online advice, but nothing helped.
Operating system: Windows 10 Pro (recently purchased)
