Teams Policy blocking internal chat

We have a DLP policy for Teams to block certain info in teams if Content is shared from Microsoft 365 with people outside my organization. About an hour or so after enabling the rule it starts to block internal chats to the individuals set up in the DLP rule. Turning the rule to test or off still blocks the internal chats. The users in testing have e5 licenses.
