Check if the remote registry service of EXH03 is running:
- Open service.msc
- Locate Remote Registry and view the status
If the service is stopped, I recommend that you set its startup type to Automatic and start. Then add the database copy again to see if that works.

You can also try to have a check in event viewer, whether there exists any error logs about it.
