How to add personal emails to distribution lists

I am trying to create a distribution list that includes our physician's personal emails (they aren't great at checking their company email). THis is the error I get when I try to add one. **the blue is the name.

    Have you already created mail contacts corresponding to the external user's email addresses

    If not, add the mail contacts and try again adding to the groups

    My Exchange admin looks a little different which I believe is because I am part of an organization and they control most of the settings. I will try reaching out to IT to see if there is a way to get around this issue.
