Create a SQL Database on Azure.
We do not want it to be accessed by the public, but we want the SQL Database to communicate with the Power Apps on the Power Platform.

I would like to allow only connections to specific Power Apps.
Is there a way to allow only specific Power Apps for a customer?

You cannot restrict access to only specific powerapp to access the Azure SQL db.
As long as anyone has access on the database, he/she can create any number of Apps/ powerbi reports to connect to the DB with the Allow Azure Services property enabled (meaning you need to leverage Identity security as network security cant be used for filtering specific apps)
