Disable the "Publish" option for Excel/Word/PPT files in SharePoint online

In SharePoint, "Publish" option is appearing. Unless the document is "Publish", the document is not visible to other team members. In case of modification, the changes are not visible to other team members without clicking on "Publish".

This is not the intended behavior expected. There are other sites where this option is not present, and team is able to create/modify documents as usual.

According to your description, you should have set the major and minor version, and content approval at the same time, as shown in the figure below:

If you want to remove the Publish option, just select Create major versions in the Document Version History section:
