Windows 10 Enterprise Eval Shows License Expired Immediately Upon Install

Since last Friday, August 11, 2023, any install of Windows 10 Enterprise Eval immediately shows License Expired. slmgr -rearm says it was successful but after reboot is still in License Expired state and shuts down after an hour.

There is an event in the application log that says:

Description: The license period for this installation of Windows has expired. The operating system will shutdown every hour.

Other products - e.g. Server 2016 eval - seem to rearm ok. Is there some solution/workaround to this issue for Win 10 Eval?
