Why "Choose toolbox items" window fail to load items and makes Visual Studio 2022 version 17.7.1 restart

I recently updated my Visual Studio 2022 to version 17.7.1.
The problem is that when I right-click the Toolbox to select 'Choose Toolbox items' window appears for a moment, then Visual Studio just restarts without indicating anything.
I am using windows 10.
I have tried to run Visual Studio as administrator and reset the toolbox, but nothing changed.
It could be failing when loading one of the components in "Choose toolbox items" window

2023-08-30T09:31:02.6733333+00:00 Did a Visual Studio repair, did not fix the problem so I knew this was not Visual Studio. Next, lots of detective work disabled a feature in ReSharper for code analysis and all was back to normal.
Postmortem
Service attempted to write to servicehub.config.json and failed pointing to DOTNET_STARTUP_HOOKS.
