Version limit in Sharepoint not working

One of my costumers has a lot of auto saved files in the Sharepoint online directory. The files are a couple of 100MB's per save, which means a file can grow up to 30GB.
To counter this I have set the versioning limit to 100 which has worked in the past on other Sharepoints. However, the version history doesn't seem to get deleted.

I've checked the retention policies (image 2), there are none available. eDiscovery seems to be off as well.

Is there any other setting I need to check which could possible interfere with te versioning of Sharepoint?
