failed to send messages

One of my user lets say user1 is unable to send message on teams to user2, and user2 is also unable to send message on teams to user1

    Users may not be able to send messages to one another due to an issue with the Teams service. If there are any known issues, you can view the Team's service status page to find out.

    You might attempt the following additional troubleshooting steps:

    • Restart Teams: Restarting Teams can occasionally resolve message-sending issues.
    • Clear Teams cache: In some cases, message sending issues might be resolved by clearing the Teams cache.
    • Reinstalling Teams: is an option in case all else fails.
