I need to create couple of VMs (D8s v4 size) on proximity placement group. I want to know whether I can purchase 1 year or 3 year reservation on these VMs.

Yes, you can purchase Reserved Instances for VMs that are part of a proximity placement group. When you purchase a Reserved Instance, you are committing to pay for the usage of a VM for a period of one or three years, depending on the term you choose. The reservation applies to the VM size and region that you specify, regardless of whether the VM is part of a proximity placement group or not.
To purchase a Reserved Instance, you can go to the Azure portal and navigate to the "Reserved Instances" section. From there, you can select the VM size and region that you want to reserve and choose the term (one or three years) and payment option that works best for you.
Please note that Reserved Instances are a billing construct and do not affect the actual deployment of your VMs. You will still need to create your VMs and add them to your proximity placement group separately. Also, keep in mind that Reserved Instances are non-refundable and non-transferable, so be sure to carefully consider your usage needs before making a purchase.

Yes, you may purchase a Reservation for Standard_D8s_v4 using the portal. The fact that they will be used in Proximity Placement Group (PPG) is irrelevant to the reservation. You may use link below to start the process:
Click Virtual machine -- All products -- enter Standard_D8s_v4 in the search box and select your Region, Term, Billing frequency, etc. Once it shows you the VM size click on it and the price will appear at the bottom, and you can Add it to your cart.
In order to maximize use of the Reservation you want to wait until you have the VM(s) already running before making your purchase.
