Hyper-V licensing

Recently we bough a software that was delivered to us as Hyper-v image of windows VM. But we ran into an issue with licensing. The software provider is unsure about the proper steps to license it and I cant manage to find an unanimous answer to this. Its being run on a local machine when needed and not on a server.

    The vendor needs to have an agreement with Microsoft to distribute Windows.

    If they don't know about licensing it, then it's unlicensed and not a legal copy of Windows.

    Any installation of Windows (beyond trial/evaluation) requires a license from Microsoft, there is no other answer.

    Virtual machines are only activated, not licensed. The host machine is licensed.

    Some general info

    • Each host needs to be licensed.
    • A minimum of 8 core licenses is required for each physical processor and a minimum of 16 core licenses is required for each server.
    • Core licenses are sold in packs of two.
    • Standard Edition provides rights for up to 2 Operating System Environments or Windows Servers containers with Hyper-V isolation when all physical cores in the server are licensed. For each additional 1 or 2 VMs, all the physical cores in the server must be licensed again.
    • DataCenter Edition provides rights for unlimited Operating System Environments or Windows Servers containers with Hyper-V isolation when all physical cores in the server are licensed.
