I suspect this could be a network/browser configuration that blocks loading all necessary resources. You can run the Self Help tool to see if the automated diagnostic is able to find any problems:https://portal.azure.com/SelfHelp
Also, I would request you to please try using a different browser as well as clearing cache memory and browser history before you retry.
