Issue reaching logic app host

For the last week we have been experiencing some issues reaching a logic app host.
We use logic apps in our subscription, and the endpoints are backed by a pool of IPs.
One in particular is often raising this error
System.Net.Http.HttpRequestException: An error occurred while sending the request. ---> System.Net.WebException: Unable to connect to the remote server ---> System.Net.Sockets.SocketException: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond 20.103.21.113:443
Is there a way to have this checked by MS?

2023-08-23T15:52:26.0266667+00:00 I can't create a support request since we don't have a support plan and we never needed it.
Our technical problem seems related to a specific server and not to the way we use it.
I think this kind of issue reporting should be free of charge.
