Well it is whoever administers the school's microsoft 365 system. You couldn't enable MFA only on the user end. Read on here to understand the steps.

I sign into Office 365 with my school email address. I remember setting up the authenticator app on my phone for this. i do not have the phone anymore and have a new iphone. when i try to change the security settings through my access to office 365, it prompts me to touch a number on the authenticator app on a phone i no longer have. i've been unable to add the account to the new phone and authenticator app because the prompts go to a phone i don't have.

You'll need the assistance of the school admins to reset the account so a new QR code can be generated with which you can link up the new authentication device with your account.
