Sharing PDFs for comment via sharepoint

I need to share PDF files to multiple colleagues to review and comment. Previously done through one Drive or Sharepoint without problems, but now when sharing colleagues can't edit,/comment without downloading and creating a new version. All they have is a highlighter and pen, which is not the same as notes etc in Adobe reader. Is there a solution or has something changed.

    You are right, PDF is not controlled by Microsoft, maybe Microsoft has changed the security policy, affecting the compatibility of the two. But I don't know the specific details.
