How can multiple external user comment on one word document.

when sharing a file using the "people you choose" feature and applying the "can edit" in more settings, reviewers are not allowed to directly insert their comments on one document. They must download and submit their comments back individually, how can I fix this and allow everyone to provide comments on one document?

1.Share the document with two users.

2.User A open the file in the browser.

3.User B open the file in the browser.
