While resetting windows in laptop, it's stuck on 64% installation and restarting again and again

Hello, I have a dell laptop which came pre installed with Windows 8. However it automatically upgraded to 11. Due to some issues I was resetting my laptop. Windows was downloaded, laptop was cleaned but during installation (after BIOS was flashed successfully) laptop restarted and showed 64% progress but then within seconds it restarted again and since then is restarting again and again. Please guide how to fix this

    HI Faheen,

    The best option is restore the old OS via the safe mode Press F8 at the boot and try to go into recovery option as per this article - https://support.microsoft.com/en-us/windows/go-back-to-windows-8-1-40e2d7dc-f640-b0e5-56e1-b41a27e28533
