mmc.exe does not launch msc

Hi, I have a problem on one of my notebooks. I cannot launch an .msc file. If I do so, I do get the mmc.exe in Task Manager, but the mcs (the console with snap-ins) does not show up.

I can start mmc.exe, add snap-ins, save it as a certain .msc, but then I cannot launch that neither by double-click nor bei calling e.g. c:\windows\system32\mmc.exe c:\Users\uname\Desktop\MMC\mmc.msc

It just shows this UAC warning, and then nothing shows up, except I see a mmc.exe process, which I can kill...

I can also just call mmc.exe and then from within, I can open my desired msc, that works.

This only happens on one Windows 11 PC, freshly installed from scratch. Any idea?
