Without seeing your attachment, I would like to refer to what kind of text busy you see?
What type of client are you using? As far as I know, this status is only recognized and supported in Outlook for Windows, OWA, and new version on Mac. If you use another client or application to sync your calendar, it won't show up as Working Elsewhere.
