@Rookie{}, Thanks for posting in Q&A. From your description, I understand that you have create a customer role but cannot access app section.
For this issue, I did the same test as yours and I can access the app section. Here are the detailed steps you can refer:
1.I create a user group that includes test1 user. I also assign an Intune license to this test1 user.
2.I create a test scope tag in Tenant admin > Roles > Scope tags and add the target user group in it.
3.I configured the permissions of this custom role same as yours.
4.In Assignments page, add the target user group in Members and Scope(groups)
5.Then use the test1 user to sign in Intune portal and I can access app section.
