My hotmail storage is full and no way to contavt mircrosoft.

My hotmail storage is full. I paid for additional storage on the 16.8.23. Which microsoft debited from my account twice yet nearly 2 weeks on the storage has not been applied to my account. The only way i can see to contact microsoft support from ireland is on e mail through my hotmail account which is obviously not working due to the storage issue. Anyone have an ideas ? So frustrating.
