Assignment Owner not populating

I am using Project professional desktop. I have created several projects and I cannot get the field assignment owner to populate. I can't see what I am doing wrong, I am literally just entering tasks and assigning resources. I expect the assignment owner to give a selection of these resources to choose the owner but it is blank and I can't enter anything.
Is there a setting I need to enable or something for this to work?
