How to fix MSCONFIG with"Diagnostic Startup" enabled and unable to change the settings

Good afternoon guys,

I have windows 10 Home) HP Envy x360 convertible, with Microsoft 365 Business, the user account uses PIN and Fingerprint. The laptop is slow at some point, so I ran "MSConfig" with "Diagnostic Startup" option, after restarting the computer, the system boot to desktop screen, I tried to login with its PIN but the error I got was "something happened and your PIN isn't available. Click to setup you PIN again" I tried to setup the PIN to no avail, I also tried using the Fingerprint but it wasn't responding, I tried to boot from "Safemode" the same login issue still displayed.

Kindly help as its urgent.

    Hello there,

    Hold Shift and click the power icon, choose "Restart" and wait until you see the blue Windows recovery screen.

    Choose "Advanced" and choose Command Prompt

    You'll restart and you should be put to a screen where it asks you for your MS Password. Input that and you should get a Command Prompt.

    Input the following commands:

    move c:\windows\system32\utilman.exe c:\

    copy c:\windows\system32\cmd.exe c:\windows\system32\utilman.exe

    Restart your computer.
