You may want to check the following:
- The phone number you provided is not in the correct format or corresponds to an unsupported country. Please ensure that there is a space between your country/region code and the phone number.
- If the phone number is already in use and associated with an existing Azure account, you will be unable to create a new account using it.
- Additionally, there is a temporary problem with our verification service that is currently preventing the verification of your phone number.
