How to get Windows 11 GPO templates to show up in group policy manager?

We do not have a central store, so we install ADMX/L templates locally. I installed the latest templates on my 2022 server, so I can administer Windows 11 systems, however the newest settings aren't showing up in the GPMC. For example, I specifically don't see Computer/Administrator Templates/Windows Components/Chat.

I also noticed the latest installation shows in Programs and Features as "Microsoft Coporation." Wondering if there is something wrong with my server config, or the installation itself? I can't install to C:\Windows\policyDefinitions because it says Product: Administrative Templates (.admx) for Windows 11 September 2022 Update. The application tried to install a more recent version of the protected Windows file C:\windows\policydefinitions\WinLogon.admx. You may need to update your operating system for this application to work correctly. (Package Version: , Operating System Protected Version: ).

    Based on the description "I can't install to C:\Windows\policyDefinitions because it says", I understand you install it on Windows server 2022 and you receive the error message above.

    Based on the error message, it seems you need to install all the latest update on server 2022, you can try to install all the latest updates by typing "check for update" on server 2022, after that you can try to install ADMX/L templates you mentioned above, and check it there is still error message.

    You want to use GPO setting under Computer/Administrator Templates/Windows Components/Chat, you can also copy ADMX and ADML related to Chat from Windows 11 and paste to Windows server 2022, then check if you can see Computer/Administrator Templates/Windows Components/Chat in the GPMC on server 2022.
