If this user doesn't have an Intune license, this user can't enroll your android device. Having an Intune license is a prerequisite to do device enrollment.
Generally, we use an Intune global admin account to do some actions like remote lock, wipe in Intune portal. It is not suggested to give these permissions to any Intune user account. So, we can use an Intune global admin account to do wipe action and Intune global admin account still has an Intune license.
