Why do I only see Email Link and Copy Link when I try to share a record instead of also seeing Manage Access like I do for other records?

When I try to share certain records, it only gives me the options of Email Link or Copy Link. When I try to share other records though, it also gives me the Manage Access option that allows me to configure the permissions that I grant to the shared user. What is the reason why I'm not seeing the Manage Access option when I try to share certain records?
