It doesnt let me delete the VM instance because it says it doesnt exist, but it is still charging me.

I have tried deleting it using the portal, azure cli and powershell, but nothing works.

when i try to delete it it says succeeded but the VM is still there up and running.

    The issue you are facing could be the result of un recommended way of deleting the associated resources to the VM. You may also try a different way to delete the VM as given in the following steps

    1. Login to portal
    2. Browse the exact location of the virtual machine as shown in the following example

    1. Click 'Edit'. Click 'PUT' button to update the VM
    2. Try to delete the VM again from azure portal and see if it works. If that also doesn't help, click 'Actions (POST,DELETE) Button from the resources portal
    3. A 'DELETE' button should visible as below and try a delete by pressing the button
