I just reproduced the same I didn't find any problem with the speech studio portal. Please try this URL once again and let me know the status: https://speech.microsoft.com/portal
Make sure you have selected the valid/working resource in the right corner of the speech studio page. Try switching the resource.
This can also be an issue related to your browser. Try to clear your browser cache and cookies, then hit Speech Studio again or try with different browser and see.
Generally, we can check the Azure status page if there are any known issues: https://status.azure.com/en-us/status. Currently there is no issue with speech service.
