Just shifted to Pay-as-you-go subscription, the first thing I want to do is Add Budget, just after creation of resource group. But it's not allowing me to Add one due to

I see that you are unable to add budget. It would be because customer might have a new subscription. It takes 48 hours for all the cost management features to be available for a new created subscription:

The other reason could be either, permission related, or subscription type not supported for cost management data.
If none of these are the cause, then the better option would be to contact Azure support by raising a support ticket as mentioned by @Dillon Silzer
The ticket enables you to work closely with the support engineers and get a quick resolution to your issue.

FYI: Azure Billing and Subscription Management support is included in the Basic Support Plan without any charge.
