Cannot log into administrator account for M365 dev tenant since getting new mobile device

I have a M365 developer instance as part of our partner program.

Since getting a new phone (same number) I get stuck in an authenticator loop and cannot sign in as the administrator.

The code doesn't get sent to my mobile device, so I click Sign in another way, it asks for a code in authenticator.

    If you don't have an authenticator cloud backup to restore from then you can reach out to the Azure / 365 Data Protection team to restore access. 866-807-5850
