Usually in DNS forwarder we set ISP DNS IP address to forward external DNS request.
Some of ISP also have DNS over TLS or over HTTP to make DNS more securely, and i just want to know in windows server DNS can we forward to the ISP DNS over HTTP or over TLS?

That correct, but that forwarder is traditional forwarder where use port 53 and not forward using dns over tls (port 853) or dns over http (port 443)
